Why Is USPS So Slow Right Now?
On-time first-class mail delivery fell to 73.8% in Q1 2025, down from 90.8% in 2018. USPS's own restructuring plan is causing the delays while the agency runs out of money.
USPS is slow right now primarily because of its own internal restructuring plan, a declining revenue base, and a staffing shortage that has left some routes without regular carriers for extended periods. On-time first-class mail delivery fell from 90.8% in Q3 2018 to 73.8% in Q1 2025, according to USPS performance data cited by the Bangor Daily News in April 2026, an 18-point decline over seven years.
The restructuring that is causing delays
USPS launched a 10-year plan called Delivering for America in 2021. A central component of the plan is Regional Transportation Optimization, restructuring how mail moves through the network by consolidating processing facilities and changing delivery routes. The goal is to reduce costs. The documented result in many regions is slower delivery.
Mail that previously moved through a nearby regional processing facility now routes through a more distant hub before returning to local post offices for delivery. Sheridan, a major commercial printing and mailing company that tracks USPS performance for its clients, described the situation plainly: the delays are systemic, not isolated, and are a direct result of ongoing network changes within USPS.

The revenue problem underneath the delays
First-class mail volume fell 50% between 2008 and 2023 as communication moved online. USPS is self-funded, it receives no taxpayer subsidy and depends on postage revenue to cover its universal delivery mandate. The last profitable year for USPS was 2006. Since then the agency has operated at a structural loss while legally required to deliver to every US address six days a week at uniform pricing regardless of location or cost.
The Postmaster General warned Congress in 2026 that USPS is running out of money and could be forced to stop deliveries by early 2027 without intervention, according to reporting by MailOMG. That warning was formal and public. No structural legislative fix has passed as of September 2026.
What is slow and what is not
Not everything USPS delivers is equally delayed. Priority Mail Express, the agency's overnight guaranteed service, maintains higher on-time performance because it uses dedicated transportation and has contractual delivery commitments. First-class mail, letters, bills, statements, has experienced the most significant degradation. Periodicals and marketing mail are slower still.
Rural routes have been disproportionately affected. Congressional delegations from Missouri, Maine, Michigan, and South Dakota have formally documented constituent complaints about weeks-long delivery gaps, missed medications, and late financial documents. The Missouri delegation sent their fifth formal letter on the subject in September 2025.
What you can do
If mail is consistently not arriving or arriving significantly late:
- File a complaint at postalinspectors.uspis.gov or through your local postmaster
- Contact your Congressional representative, the Congressional letters have prompted OIG audits and can accelerate local investigations
- For time-sensitive documents, use Priority Mail Express or a private carrier for the specific shipment
